About Legacy Skills

Curriculum-aligned learning materials for the TVET sector

Our Publishing Approach

Legacy Skills is a South African publishing company specialising in curriculum-aligned learning materials for Occupational Qualifications and Skills Programmes within the TVET sector.

As a Level 1 BBBEE, 100 percent black youth owned organisation based in Somerset West, Cape Town, we develop integrated learning packages in line with relevant QCTO Curriculum and Assessment Specifications, supporting institutional implementation and national distribution to colleges.

Supporting Colleges Through the QCTO Transition

South Africa’s TVET sector is transitioning from legacy NATED programmes to Occupational Qualifications registered under the Quality Council for Trades and Occupations. This national shift reinforces the importance of curriculum alignment, structured workplace integration and standardised assessment.

Legacy Skills supports colleges through this transition by publishing learning materials aligned to gazetted QCTO qualifications and their associated Curriculum and Assessment Specifications.

Our programmes are structured around the prescribed components of Occupational Qualifications, integrating Knowledge, Practical and Workplace modules with embedded assessment instruments that support Formative Activity, Internal Integrated Summative Assessment and preparation for EISA.

Understanding the QCTO Framework

Skills Programme

Occupationally directed learning focused on specific competencies. May articulate into a full Occupational Qualification.

Full Occupational Qualification

Structured qualification comprising Knowledge Modules, Practical Skills Modules and Workplace Modules, leading to occupational certification.

NQF Progression

Programmes are structured across NQF Levels 2 to 6, with integrated formative and internal summative assessments prior to progression.

Workplace Integration

Workplace experience is a compulsory component, recorded through structured logbooks and included within the Portfolio of Evidence.

EISA

The External Integrated Summative Assessment evaluates applied competence across knowledge, practical and workplace components prior to certification.
